Chapter 7: Work location of public sector employees
Data Scope and Limitations
The Victorian State Government public sector is defined under the Public Administration Act 2004.
The first year of the data series (1999) represents the first time detailed workforce information was collected across the Victorian public sector. The data collected in these early years contains gaps and may include reporting errors. Therefore, data for 1999 and 2000 should be treated as being indicative at best, with the quality of data improving progressively thereafter.
Staff who are on leave without pay are excluded because they are not actively working at the reporting organisation at the time of reporting.
Coverage changes
The statutory definition of the scope of the public sector was changed with the commencement in 2005 of the Public Administration Act 2004. The main impact of the definition change was to add State owned corporations and the Police Force as public sector organisations and to remove universities.
Machinery of government changes have amalgamated or ceased some organisations and led to the creation of others resulting in staff being moved between industry groupings within the sector.
Data quality, aggregate data and use of estimates where information is not reported
The quality of the information in the Workforce Data Collection is dependent upon the accuracy of the information held and reported by organisations.
The data collected over the eleven years contains gaps and may include reporting errors, particularly in the early years.
Public entities of less than approximately 50 staff are not required to report data on each employee. These organisations report aggregate staff numbers only.
Over each of the years 1999 to 2003 some organisations who were requested to report failed to do so within the required deadline, most subsequently reported aggregate staff numbers only. Estimated employment numbers have been included where there are gaps in reported data to minimise the impact of missing data in the analysis of employment levels over time.
Data quality and reporting has improved over time as organisations have become aware of their reporting obligations, developed an understanding of the information required, and implemented systems and processes to manage reporting.
Contents
Data Tables 20 and 21 show the number of people employed as at June of each year whose work location is in each Victorian Government Region  North and West Metropolitan, Eastern Metropolitan, Southern Metropolitan, Barwon South West, Grampians, Loddon Mallee, Hume, and Gippsland  by:
the whole public sector, and
industry group.
For most employer organisations the employees work location is in the same region as the head office of the organisation. However, a small number of larger organisations have employees located in multiple regions. For these organisations (with two exceptions) the work locations reported reflect the offices, campuses or home base locations at which employees work. The two exceptions are Southern Health and the Metropolitan Ambulance Service, which report all employees at their head office location due to limitations in their information systems. Both have reported all their employees as being located in Eastern Metropolitan Region, when Southern Health employees are located in both Eastern and Southern Metropolitan regions, and some Metropolitan Ambulance Service employees are located in each of the metropolitan regions.
When interpreting the data in these tables care should be taken to allow for changes in the organisations included in the data collection, and the influence of missing information.
In particular the figures reported for Police and Emergency Services, TAFE and Other Education, Water and Land Management and Transport industry groups are influenced by the changes to organisations counted in the sector in 2005 and 2006. The transfer of the Transport Accident Authority to Geelong influences the Finance industry group figures over the 2008 to 2010 period.
